igh in the Talm mountains stands the Dalbac sanctuary, home of the Kardon scrolls. The scrolls contain an overview of the land and its laws, initially recorded by Kardon I. Since that time the inhabitants of Dalbac, Valorian monks, have continued to premote and preserve the ways of the wise one. From amoung the Talmian monks
the great council is choosen. This council reviews and interprets the laws from the scrolls for those who wish to live by them.
Those choosing to live according to the words of the sacred scrolls
